Review of Engineering Justification Papers to help National Grid Electricity Transmission prepare for RIIO-3 business plan submission

We provided technical and regulatory review and writing support for 20 Engineering Justification Papers requesting over £1bn from Ofgem to National Grid Electricity Transmission (NGET) as a ‘critical friend’ in preparation for their RIIO-3 business plan submission in December 2024.
Solution
A high volume of Engineering Justification Papers with differing quality levels required various expertise and resources, along with significant collaboration with National Grid Electricity Transmission to deliver the desired outputs.
We weren’t involved in the investment case development, so relied heavily on the engineers at NGET sharing knowledge of their optioneering to fill in the gaps that we identified in the Engineering Justification Papers. This challenge was overcome by constantly communicating our findings with the client and adjusting expectations of the outputs.
Outcome
We significantly improved the content and quality of the business plan submission, giving National Grid Electricity Transmission a higher chance of a successful RIIO-3 business plan.
We also raised awareness of ongoing risks and opportunities to improve their business planning and ongoing asset management activities, delivering lasting value. NGET provided fantastic feedback on our contribution to their business plan submission.
