Understanding the challenge
We were engaged by the client to support the RIIO-GD2 re-opener mechanisms for the Health and Safety Executive and Streetworks funding requests. The client also required assistance in compiling and assuring cost and volume data for their replacement expenditure and operating expenses cost areas to strengthen their regulatory submission.
Our approach and implementation
For 11 months, we provided a senior consultant to act as a GD3 analyst, embedded within the client’s team to drive submission success by:
- Developing business case documents: Crafting a compelling justification for additional funding related to new Health and Safety Executive legislation and the Streetworks re-opener mechanism.
- Strategic data analysis: Working closely with the head of commercial finance, analysing financial and operational data to build a persuasive narrative for Ofgem.
- Cross-team collaboration: Building a network across regulatory, strategic planning, operations, and finance teams to gather, critique, and assure essential datasets.
- Financial modelling support: Ensuring that critical data inputs were stored, structured, and validated for integration into RIIO-GD3 financial models.
Impact and outcomes delivered
Two thirds of the data table submission was completed by our analyst, ensuring accuracy and compliance. We facilitated a successful and timely delivery of two re-opener business cases, strengthening the client’s funding request from Ofgem.
Our critical support and assurance in compiling data on replacement expenditure and operating expenditure enhanced robustness of the client’s business plan. By embedding our expertise within the client’s team, we played a key role in ensuring a well-structured, data-driven, and compelling submission, helping them navigate regulatory complexities with confidence.
