PR24 cost confidence for Severn Trent Water

Aqua were responsible for increasing Severn Trent's confidence in their costings for PR24, helping them to provide evidence of cost robustness in their business cases.
Problem / Opportunity
Severn Trent had 14 enhancement cases totalling over £4bn in funding requests. Aqua were tasked with ensuring that the business was confident in the costs being put forward as well as the fact that there was evidence of efficiency.
Solution
Aqua developed a series of interventions which helped to increase cost confidence. This included analysis on optimism bias, reviews of costings, assurance and benchmarking of costs, confirming strategy on overall costing (efficiency vs. deliverability) and increasing cost robustness using maturity assessments.
Outcome
Costs have been confirmed by the business with increased cost robustness measured as per Severn Trent's cost robustness assessments.
Added Value
We "took the pen" on many of the enhancement case cost robustness sections to alleviate pressures on enhancement owners. We also acted as client for reports developed by Mott MacDonald. This allowed the client to deviate to other more pressing matters.
